英文摘要:This Research is a case study of Piuma Tribe of Taiwu Township in Pingtung County, and the purposes of this research include: First, to analyze the distinguishing cultural characteristics of Piuma Tribe; secondly, to analyze the present situation of Piuma Tribal Websites; third, to discuss the definition of 「Tribal Websites」; fourth, to explore the contents and management pattern of Tribal Websites; finally, to deliver some suggestions about the future of Piuma Tribal Websites. Piuma Tribe is a Paiwan mountainous tribe which is just over 600 people. The the approaches of this research include field study, policy and literature review, in-depth interview and questionnaire, counts up visited 17 people including scholars, experts and practitioners of aboriginal websites, and also analyzed 123 questionnaires filled up by Piuma Tribe’s inhabitants. Through the approach of policy and literature analysis, it demonstrated that Tribal Websites are essentially the tendency of development; and through field study and literature analysis, it demonstrated that Piuma Tribe is a tribe merges tradition and modern culture, where the tribe’s inhabitants are proud of tribal culture, with good tribal affections and high tribal bond. However, it seems that part of the traditional cultures are declining, and due to the oral tradition, some tribal literature historical data still need to be verified and the name rectification. Aanalyzing the present situation of Piuma Tribe’s website, we discovered that the websites are jumble and the contents are only the collection of information and it also lacks updating. Only the website belongs to the church has rich information, but it still can’t satisfy the expectation about Piuma Tribe websites from its inhabitants. After in-depth visit, the combination of the definitions of tribal website is that “the tribal website is the stretch of entity tribe, appears on the cyber world with modern technology, a multi-purpose platform of the communication and interaction inside and outside the tribe, and it can reflect tribal distinguishing characteristics and matters, related to public interests, and it can obtain inhabitants'' identification and belonging, and has the representation of the tribe." At the same time, tribal websites must have six main characteristics: unity, representation, independence, accuracy, neutrality, conformity, and have both the principles of subjectivity and collective consciousness, and also should have the functions of education, business, communication, cultural inheritance. The websites’ contents must been decided by the tribes, which can comprise all matters within the entity tribe, and the verification mechanism of contents must be established. Website’s information must update all the time, and it also need to consider the reuse of information. The classification of contents should include six items: tribal situation, education culture, industrial information, website service, communication and interaction, copyright and manufacture information. The manager of websites should be the one who is identified within the tribe, from non-profit organization, has lived in the tribe for a long time and also agrees the development of the tribe, devotes him or herself to it and has tribal culture appreciation, and with the management and information application ability. Besides, in managing the websites, there must have five ideas: the integration of local resources, establish studying team, the idea of continuing management, the fulfillment of tribal culture standard, and pay attention on promotion and marketing. Considering the necessary contents of Piuma Tribal Websites in the future, according to the questionnaires result from Piuma Tribe’s inhabitants, its inhabitants think that the website which represents Piuma Tribe needs to have these characteristics: Ceiba pentandra Gaertn, the ecology, the tribe’s mother language, the origin of the tribe, the crafts and art, the stone house and the modern application , the ceremonies, the history of the township’s movment, the feature and introduction of the leader family, the story of their origin-Mt.Daibu, the environment of education and schools, important organizations or characters of the tribe, local traditions and customs, marital status and wedding ceremony, the development of history of geographic name. All these mentioned above might be the reference for Piuma Tribal websites planning unit in the future. And as for whether it should include the information about the agricultural special products and cash crops, sightseeing and the lodging information, the information of purchasing agricultural special products, it depends on the common consensus of Piuma Tribe’s inhabitants. As for the leading and participating organization of tribal websites, the inhabitants hope that the Association for Community Development will be the one to lead the business of tribal websites, and the Council of Indigenous People, the office of township head, Christian church can help to construct tribal websites. When the time websites are established in the future, the inhabitants will use these websites as a tool to enhance the culture of tribes, to learn mother language and to get new method to explore new technology, and the minor purposes will focus on the communication with outside world, that’s to connect with other tribal websites and make it become the bridge of communication and affection exchange, etc. Moreover, there are also some expectations about assisting them in developing tribal leisure industry, to help the inhabitants get jobs, and to improve the role of business. It includes four main functions: education, business, communication, and the inheriting of culture. And the inheriting of culture and education are at the most demand level, and the next is to use tribal websites as the media of commercial development and communication.
